I cannot reproduce it on Debian.
What is the output of
nsgmls -p t/data-20/test2-normalized.sgml
and
nsgmls -p t/data-20/test2.sgml
The output should be empty (and commands should be successful).
If it is not the case, the problem is probably that you are missing the
docbook sgml DTD
