Mmm. Why to force UTF when the user specified another setting with -M and -A?
It's only to tell him that if there are non-ascii characters, it may use
utf in the output po msgids, instead of the found encoding. The input
charset is -M, the addendum one's is -A and the output document uses the
encoding of the input po.
I think it's the expected behaviour.
