According to file, it’s UTF-8:
$ file tudu.1
tudu.1: troff or preprocessor input, UTF-8 Unicode text

-L is the “Charset of the file containing the localized document.”, you
actually want:
-M, --master-charset
Charset of the file containing the document to translate.
